should there be a fee on plastic bags?

by:Taohan     2019-11-08
Americans rely on plastic bags for groceries, trash cans and dog walks.
But recently, several U. S.
Cities either ban shop gifting like they do in Los Angeles or start asking people to pay as they do in WashingtonC.
Last spring, New York City became the biggest city in the fight against plastic bags.
The City Council has passed a new law that, starting February, most stores will charge at least 5 cents for disposable shopping bags customers need.
Is it a good idea to charge for disposable plastic bags?
Two experts.
Yes, Americans have experienced a lot of plastic bags. -
Over 100 billion per year
All these plastic bags will cause great damage.
They are trapped in trees, blocking rain pipes and hurting wildlife.
Birds, fish, birds and other animals are caught in plastic bags or mistakenly think they are food and suffocation.
Plastic bags also waste taxpayers\' money.
In New York, we have an estimated $12.
The number of plastic bags transporting 5 million tons to landfill sites per year is 91,000 tons.
In addition, plastic bags often block recycling equipment, resulting in expensive maintenance costs.
That\'s why New York is working with cities across the country and around the world to reduce the use of plastic bags.
Our new law will require stores to charge at least 5 cents per paper bag or plastic bag.
But our goal is not to charge.
Instead, to encourage people to use reusable bags, we would like this small fee.
When we went to school we brought our backpacks and when we left the house we brought the keys.
When we shop, we all remember to bring reusable bags.
In other places where baggage charges are charged, this is exactly what people are starting to do.
It is hard to believe that a small fee will have such a big impact on protecting our environment.
But according to the study, fees has proven to effectively reduce the use of plastic or paper bags in many places, including Washington, D. C. C.
Los Angeles, Germany and the United Kingdom.
Some experts predict a 5-
Cents will result in a 60-90% reduction in plastic bag usage in New York City.
We hope this new law will work for all New Yorkers. That\'swhy low-
Income residents who purchase groceries with food vouchers will be exempt from paying for them.
We also promise to give away thousands of reusable bags throughout the city\'s events so that everyone can be prepared for change.
We still have a lot of work to do to improve our environment and reduce waste.
But with our new Postal Law, New York City will have a good start. --
To achieve real, sustainable environmental progress, we need to focus on proven programs that encourage all citizens to reuse and recycle plastic bags.
Unfortunately, the new law in New York City requires stores to charge at least 5 cents per bag, which does not help us achieve our environmental goals.
In addition, the cost is equivalent to atax, which will make it more difficult for families who strive to maintain their livelihoods.
There is little environmental improvement in other communities where plastic bags are taxed and charged.
This is partly because retail plastic bags make up a small part of it. -less than 0. 3 percent--ofthe U. S.
Municipal solid-waste stream.
This makes it impossible for these policies to really reduce overall waste.
A recent study shows the total number of plastic bags used in Washington, D. C. C.

The cost of the money is in effect.
In addition, the postage will have a negative impact on the environment.
For example, alternative products such as reusable bags produce more waste and consume more resources than plastic bags.
The popular thick plastic reusable bags usually imported from China are made of oil and are usually thrown away because they are not recyclable.
On the other hand, most plastic retail bags are recyclable and highly reusable, produced by natural gas in the United States.
Postage in New York City is particularly troublesome because the money charged will not be used for environmental projects.
Millions of dollars will be taken out of lower pockets. andmiddle-

To retailers.
Worst of all, taxes and fees threaten employment.
Plastic bag manufacturing and recycling supports more than 24,000 employees and their families in the United States.
The best way to improve environmental efforts in New York City and elsewhere is to focus on proven initiatives that encourage people to reuse and recycle plastic bags. --

* Analyze the view of Califf. (
Califf believes that the cost of plastic bags has little impact on the environment, as they account for a small portion of solid waste in the United States.
He wrote that the package cost threatened manufacturing jobs and was harsh on the poor.
He also said that alternative plastic bags can cause more waste than disposable plastic bags. )

Chart plastic waste problem one reason some cities are trying to limit the use of plastic bags is the increasing amount of plastic in the ocean.
A study by scientists at the University of California estimates that nearly 17 billion of plastic enters the world\'s oceans every year.
Most of it begins with rubbish from coastal areas and goes out to sea through storm sewers and tributaries.
To find out where it comes from, look at the chart on the right.
It shows that 20 countries have the most uncaptured plastic waste on land in about 30 miles of coastline.
Plastic waste that is not recycled is everything that is not recycled or landfill.
